<p><strong>Tucson, Arizona (CNN) </strong> &#8212; Last week during the day, some kids in Ciudad Juarez, Mexico, were playing soccer in a park when a car slowed down, guys got out and executed a 13-year-old boy. And then they drove away, unmolested in a city with 11,000 army and police officers.</p>
<p>The Mexican government repeatedly states that 90 percent of the deaths in the current drug war are of people who are dirty; that is, criminals involved in the drug business. The killings of reporters and of innocent women, men and children continually belie that statement.</p>
<p>The child was not a cartel member in disguise. Nor were the 15 high school kids killed at a party in a small house in a poor barrio. Their parents had made them hold the celebration of a sports victory at home because it was too dangerous to be out in the city.</p>

<div id="TixyyLink" style="border: medium none; overflow: hidden; color: #000000; background-color: transparent; text-align: left; text-decoration: none;">As Haitian and international officials try to coordinate an effective relief response to what is probably the worst disaster to ever hit the western hemisphere&#8217;s poorest country, they&#8217;ll need to be mindful of the human rats that come out of the capital&#8217;s woodwork at times like these. Before the Jan. 12 quake, a revived Haitian police force and the U.N.&#8217;s Stabilization Mission in Haiti (MINUSTAH) were finally confronting the violent gangs of Port-au-Prince. But with so many Haitian police and U.N. peacekeepers either killed or injured in the temblor — and with some 1,000 prisoners reportedly on the loose after the Port-au-Prince prison crumbled — criminal bands from poor neighborhood nests like Cité Soleil and La Saline are almost certain to try to exploit the security void. &#8220;It has to be in the back of everyone&#8217;s minds right now,&#8221; says Robert Perito, an expert on Haitian gangs at the Washington-based nonprofit United States Institute of Peace. &#8220;It&#8217;s surely why the U.S. military deployment is adding a security component.&#8221;</p>

Debit cards are expected to account for nearly 60 percent of purchases made with plastic in 2009, according to the Nilson Report, a newsletter that tracks the consumer payment industry.</p>
<p>When you use a debit card, the money is immediately taken from your checking account. While using debit guarantees that you pay as you go, these cards have downsides, including a growing appeal to thieves. &#8220;As economic conditions have worsened, there&#8217;s been a noticeable increase in all types of card fraud,&#8221; says Avivah Litan, an analyst specializing in fraud detection and prevention at Gartner Research in Stamford, Conn. &#8220;But ATM and debit-card fraud is the top area of concern we&#8217;re hearing about from banks all over the world.&#8221;</p>
<p>Unlike credit-card thieves, who usually charge merchandise and then resell it to come up with money, people who create counterfeit ATM or debit cards by stealing your PIN and other account data can simply pull cold cash from your bank account. Using a technique known as skimming, they set up equipment that captures magnetic stripe and keypad information when you input your PIN at ATM machines, gas pumps, restaurants, or retailers.</p>

			<content:encoded><![CDATA[<p>Citizens of 14 nations, including Pakistan, Saudi Arabia and Nigeria, who are flying to the United States will be subjected indefinitely to the intense screening at airports worldwide that was imposed after the Christmas Day bombing plot, Obama administration officials announced Sunday.</p>
<p>But American citizens, and most others who are not flying through those 14 nations on their way to the United States, will no longer automatically face the full range of intensified security that was imposed after the attempted bombing of a Northwest Airlines flight, officials said.</p>
<p>The change represents an easing of the immediate response to the attempted bombing of a flight from Amsterdam to Detroit that had been in place the past week. But the restrictions remain tougher than the rules that were in effect before the Dec. 25 incident. And the action on Sunday further establishes a global security system that treats people differently based on what country they are from, evoking protests from civil rights groups.</p>
<p>Citizens of Cuba, Iran, Sudan and Syria, countries that are considered “state sponsors of terrorism,” as well as those of “countries of interest” — including Afghanistan, Algeria, Lebanon, Libya, Iraq, Nigeria, Pakistan, Saudi Arabia, Somalia and Yemen — will face the special scrutiny, officials said.</p>

<p>&#8220;It did,&#8221; Napolitano said in an interview on NBC&#8217;s Today Show, when asked if the system &#8220;failed miserably.&#8221;</p>
<p>&#8220;And that&#8217;s why we are asking &#8212; how did this individual get on the plane? Why wasn&#8217;t the explosive material detected? What do we need to do to change&#8221; the security watch list rules, she said.</p>
<p>Umar Farouk Abdulmutallab has been charged with trying to blow up Northwest Airlines flight 253 as it approached Detroit from Amsterdam on Christmas Day with almost 300 people on board. Passengers and crew overpowered him after he set alight an explosive device attached to his body.</p>

<p>The discovery was announced Monday by the National Security Archive and Citizens for Responsibility and Ethics in Washington (CREW), which filed lawsuits against the Executive Office of the President (EOP) in 2007 for the e-mails.</p>
<p>The two groups had initially filed a Freedom of Information Act request for e-mails in the wake of a scandal involving the Justice Department, which had fired U.S. attorneys around the country in an apparent political bid to rid the department of prosecutors who didn’t adhere to the White House’s conservative agenda. The missing emails were also potentially crucial to the investigation into the Valerie Plame-CIA leak scandal.</p>
<p>The groups eventually filed lawsuits after the EOP revealed that it had lost about 5 million e-mails from its servers between January 2003 and July 2005 because the e-mails had not been archived properly per the Presidential Records Act. Among other things, CREW sought records about the EOP’s e-mail management system, about retained and missing e-mails and about any audit reports that might have revealed potential problems with the e-mail system.</p>

<p>WASHINGTON (AP) — Military officials say the Army psychiatrist accused of killing 13 and wounding 29 in last week&#8217;s shooting rampage at his military post in Texas will face 13 charges of premeditated murder under the military&#8217;s legal system. The decision makes him eligible for the death penalty if convicted.</p>

<p>The attack occurred Saturday around 9:30 p.m. after the girl had left the dance and was waiting for a ride from her father. She saw a male student she knew, who took her to a dark alley behind one of the school buildings, Richmond police said.</p>
<p>Police said alcohol was consumed but were awaiting toxicology tests.</p>
<p>The male student and about six others began raping and beating the girl. As she struggled, more than a dozen witnesses passed by or watched what was going on. The ordeal lasted 2 to 2 1/2 hours, police said.</p>
<p>&#8220;The victim was beaten, sexually assaulted and robbed,&#8221; said Lt. Mark Gagan. &#8220;What&#8217;s equally disturbing is that other people saw what was going on and did nothing.&#8221;</p>
